The FIRST Commission — along with being created Male and female — was a pre-fall, God-given assignment for humanity. It was not withdrawn when humanity fell from God's Grace in the Garden of Eden. We merely made fulfilling the commission more difficult on ourselves.
The FIRST Commission and the Great Commission (Matthew 28:18) are not mutually exclusive for Christ-followers; the call is not ‘either / or’, it is ‘BOTH / AND’. We must BOTH grow the garden AND, make disciples of all nations.
